Kabeli Energy Limited (KEL) is special purpose company formed for the development of Kablei-A Hydroelectric Project (KAHEP) under build, own, operate and maintain the project during the Concession Period for the purpose of supplying electric power to Nepal Electricity Authority in accordance with the Power Purchase Agreement.
KAHEP is located in Panchthar and Taplejung districts of State -1 of Federal Democratic Republic of Nepal. This project utilizes a 15 km loop of Kabeli River formed with Tamor River. Kabeli River is diverted through 4.33 km (approximately) long tunnel and discharges into Tamor River for power generation. It will be a Peaking Run-Of-River (PRoR) type project with a peaking reservoir constructed by damming Kabeli River. Design capacity of the project is 37.6 MW and design annual energy generation from the project is 205.152 GWH. The project was initially identified during the Koshi River Basin Master Plan Study (1983-85). Later, Medium Hydropower Study Project of Nepal Electricity Authority (NEA) studied the project. Its first feasibility study was completed in 1998 AD. The project was awarded to BPC led JV through competitive bidding for development under Build, Own, Operate and Transfer (BOOT) model.
Headworks of the project located at about 2.5 km upstream of Kabeli Bazaar lies in Dhuseni area of Hilihang Rural Municipality (previously Amarpur VDC) of Panchthar district with its right bank in Pathibhara Yangvarak Rural Municipality ( previously Thechambu VDC) of Taplejung district. Water shall then be short-circuited to Tamor River at Pinase area of Hilihang Village Council (previously Amarpur VDC) by about 4327 m long headrace tunnel along with provision of surge shaft. A semi-underground powerhouse will be constructed just at upstream of the confluence of Piple Khola with Tamor River on the left bank of Tamor River.
Kabeli Energy Limited signed Power Purchase Agreement (PPA) with Nepal Electricity Authority on September 24, 2015. Loan Agreement between GoN and WB has been signed on November 24, 2014 followed by signing of Subsidiary Loan Agreement between Government of Nepal (GoN), Hydroelectricity Investment and Development Company Limited (HIDCL) and between HIDCL and KEL on March 17, 2016. Similarly, Loan Agreement between IFC and KEL was signed on July 23, 2014 and NIC Asia Bank is selected as a local transaction bank. Contract for Electromechanical Works was signed with Chongqing Water Turbine Work’s on September 7, 2016.
